There are many ways to do business in Canada and to immigrate to Canada via various business programs.
Depending on your objectives you can either come to Canada temporarily to run a business or immigrate to Canada via one of existing business venues.

You can create your own employment and secure a work permit in a managerial capacity which will grant you additional points and help you qualify within one of existing immigration categories.
You can do it by investing in existing business in Canada and becoming a major shareholder (50.01%) or buying a business in Canada and becoming a 100% shareholder. It will give you a chance to benefit from a work visa within Owner-Operator Category.
